The Russian Parliament passed today a law which forbids underage children and youth under 14-18 years (upper age limit to be determined by each region individually) to be on the street between 2200 pm and until 0600 am (exact times to be fixed by each region also) without the presence with them of a parent or a legally responsible adult(walii 2amer, teacher ..etc).
Unaccompanied children are specifically forbidden to be in such places as streets, squares, parks, cinemas, malls, amusement arcades, public means of transport, cafes ..etc. and any private establishment which will have children on the premises during the night hours will be subject to punishment by fines, closure and prison depending on the severity of the case.
In an experimental run of the law in 14 of the 86 Russian Federation regions, statistics showed that crime committed by underage youth or with their participation was 14% less than before the law and crime against the underage fell by 56%.
